CGRU FORFEIT POLICY
CGRU Forfeit Policy
It is important to the CGRU that all matches are played. We have established this Forfeit Policy to provide guidance and sanctions in the event a forfeit occurs. We encourage teams to do everything in their power to ensure matches are played.
If a team will not be able to fulfill a match they are required to notify the following people as soon as possible:

⦁ CGRU President
⦁ Opponent Match Secretary
⦁ SERRS
⦁ Assigned Referee
MATCH FORFEITS
The CGRU recognizes three categories of forfeits.
⦁ Non Played Forfeits
⦁ Played Forfeits
⦁ Administrative Forfeits
CMS RECORDING
Match Forfeits are recorded as a 28-0 (4 converted trys) win for the non-offending side and will receive the full 5 points in the CMS system. The offending side will receive a -1 penalty in the CMS system.
SANCTIONS
⦁ 1st Offense
- Clubs forfeiting a match are automatically barred from competing in the CGRU and USA Rugby playoffs regardless of their record in all remaining matches.
- Forfeiting team is responsible for paying the referee cost regardless of whether they are the home or away team.
- Forfeiting team will lose that home match the following season.
- (ex. Team A travels to play Team B during 2018/2019 season and forfeits. Team A will travel to play Team B again in the 2019/2020 season.)
⦁ 2nd Offense
- Any club forfeiting two or more matches will be relegated to a lower division for the following playing cycle and banned from playoff participation for an additional season.
- (ex. club forfeits two matches during 2018/2019 season. They are barred from playoffs for the 2018/2019 season, relegated to a lower division for the 2019/2020 season, and ineligible for the playoffs for the 2019/2020 season.)
- Forfeiting team is responsible for paying the referee cost regardless of whether they are the home or away team.
- Team will be required to post a $300 Forfeit Deposit to the CGRU before being allowed to play any more matches. If the team fulfills the rest of their schedule they will get their deposit back. If they forfeit another match, they lose their deposit.
⦁ 3 or more Offenses
- Further infractions as deemed necessary by CGRU Board of Directors
- Team admin are required to meet with the CGRU Board of Directors to discuss how to remedy the situation
NON PLAYED FORFEITS
A non played forfeit is a match in which one of the two teams involved cannot field a team, secure a home field, or they have not arranged to have a referee assigned to the match.
ADMINISTRATIVE FORFEITS
Administrative Forfeits are imposed on a club due to a Registration and/or CMS policy violation. These types of forfeits can be imposed after a match has been played. (ex. Use of an illegal player, non-compliance with CMS reporting guidelines)
Admin Forfeits are recorded as a 28-0 (4 converted trys) win for the non-offending side and will receive the full 5 points in the CMS system. The offending side will receive a -1 penalty in the CMS system.
Administrative Forfeits are not subject to relegation or barring a team from playoffs for the 1st offence. A 2nd offence will barr the team from the playoffs, but will not cause the team to be relegated.
PLAYED FORFEITS
We encourage teams to do their best to play rugby even if they have to forfeit due to lack of numbers. Because of that, we recognize a Played Forfeit. For a match to be considered a played forfeit it must include at least 10 players a side and at least 60 minutes of rugby. This could include guest players from other teams but they must be of age for senior rugby and registered with USA Rugby.
Played forfeits will be reviewed by the CGRU to determine whether sanctions can be waived. If a team has multiple Played Forfeits, then they may be subject to full Sanctions.
